SPAM Control

I recently installed 360 and began using the SPAM package. I have set "block" when I identify a SPAM email, yet there are some emails that come in over and over and each time I identify it as a SPAM email and expect that the next time it comes it it will be automatically moved to the JUNK folder. Yet, for some emails it doesn't do this. Why?
